The challenge 

The foundation Expertise Center Oefenen.nl aims to develop a national platform that enables (young) adults to easily practice basic skills such as language, arithmetic, digital skills, money, health, and parenting.
The challenge lay not only in building a user-friendly learning environment, but also in: 

• developing, managing, and licensing dozens of exercise programs,  

• setting up a tracking system for supervisors at libraries, municipalities, schools, and other institutions,  

• and creating a scalable platform that supports tens of thousands of users annually. 

In addition, the solution had to be accessible to people with low literacy skills and non-native speakers, as well as easy to use for supervisors working with target groups with limited digital skills. 

The solution 

Together with Xprtise, the learning platform Oefenen.nl was developed, consisting of: 

• Simple registration for participants to practice at home or in a supervised setting. 

• A safe environment for participants to practice with game elements such as points and a ranking list to motivate them and ultimately obtain a certificate. 

• A tracking system for supervisors to set up learning paths, monitor results, view certificates obtained, and access support materials for supervisors. 

• An administration environment for organizations to manage licenses, groups, and supervisors. 

• Customer management for Oefenen.nl to issue and manage licenses to organizations. 

• Authoring tool for Oefenen.nl with dozens of exercise types to quickly and systematically develop and publish interactive exercise programs and microlearning. 

• Rich, licensable content library with program series such as Klik & Tik, Lees en Schrijf! and Taalklas.nl. 

• Multimedia support, including videos, worksheets, TV series, and interactive exercises. 

The impact 

More than 400 organizations – including libraries, municipalities, schools, social work facilities, asylum seeker centers, and companies – now use the platform. 

Through its collaboration with Xprtise, Oefenen.nl has grown into the national platform for basic skills: 

• (Young) adults: in 2024, 65187 participants practiced language, math, digital skills, and more at their own pace, boosting their confidence and promoting social participation. 

• Supervisors: thousands of supervisors use the tracking system to monitor participants and offer personalized learning paths. 

• Organizations: in 2024, Oefenen.nl had 446 licensees (including libraries, municipalities, and schools). They use the platform as a proven effective solution for low literacy and digital inclusion. 

• The chain: the combination of the practice and tracking system strengthens cooperation between education, the social domain, and employers. 

Future plan 

Oefenen.nl and Xprtise are working together on the next steps in the learning ecosystem. These include the use of AI, adaptivity, new forms of practice, and more data-driven development.
