In the spring of 2021, the Royal Netherlands Navy and a team of training advisors started investigating the possibilities of the 5 Moments of Need® in an informative session with Xprtise. Moritz Feitsma, training advisor at the Ministry of Defense: 'We contacted Xprtise to explore how we can manage the things we do today differently, bringing in innovative learning solutions and higher performance. We currently use traditional learning solutions, especially classroom training. In addition, we have new organizational developments regarding the certification path to personnel readiness. So it's the time for us to explore the possibilities of the 5 Moments of Need®.'

Started with a Proof of Concept (POC)

After several discussions with, among others, Bob Mosher, founder of the 5 Moments of Need® methodology, and representatives of the US Navy, the Royal Netherlands Navy decided to start an in-company 5 Moments of Need® Designer Certificate course for five learning team members. They worked on the Proof of Concept (POC) during the program. Patrick Bliekendaal, training advisor at the Ministry of Defence: 'The POC would give us clarity on:

  • What is the need to know for certified tasks?
  • What is in the performance support? And therefore, what can we offer our end users anywhere and anytime? Just in time, just in place, just when needed.

On the one hand, we can increase retention after a course. On the other, we can make information available close to the point of work. So we examined what situations we run into and what fits our processes. And what else would be needed for workplace learning to succeed?' Thanks to the PoCs, the Royal Netherlands Navy - with a small group of experts - got to know and apply the 5 Moments of Need® well. Patrick: 'Our goal was to investigate to what extent the methodology fits our existing processes and discover what is needed to implement this.'

More measurable performance

The five participants in the first in-company training worked on two different projects to experience the impact of workplace learning. One project focused on the Botteliers, logistics employees responsible for the purchase and stock of food and drinks on the ship. And the other, on Stewards – non-commissioned officers in Logistics Services who, amongst other things, serve the meals on ship. This new way of working is proving successful. The stakeholders are enthusiastic. A Proof of Concept has been developed to showcase the approach to colleagues in the Navy.

There is a challenge for the coming period. Moritz: 'These kinds of processes don't happen overnight, but the beginning is there. This way of learning and developing will help us achieve a better (and more measurable) performance of our navy colleagues. In addition to the projects for the Botteliers and Stewards, the group of participants on the second in-company course has projects on the Vertical Launch System (the weapon system) and the Leader Attack Plan (LAP) for firefighting on a ship.' They will complete these two projects this month. In addition, there is also interest in this approach from other parts of the Ministry of Defense. The first steps are currently being taken in this regard.
